The Cathy Freeman Foundation works with 1600 Indigenous children and their families across four remote Indigenous communities in Queensland (Palm Island and Woorabinda) and the Northern Territory (Wurrumiyanga and Galiwin’ku).

Reporting to the Programs Director, we are seeking a full time Program Manager QLD on a 12 month fixed term contract (with possibility of extension). This role can either be based out of our Melbourne Head Office or remotely from Cairns.

The Program Manager QLD role is responsible for overall management of Cathy Freeman Foundation programs, offices and staff across the partner communities in Queensland. Working to a program management cycle, the purpose of this role is to ensure that Cathy Freeman Foundation programs are delivered to best practice community development standards and with an education focus in each community.

Responsible for leading community consultation and developing and maintaining key community partnerships and relationships, the Program Manager QLD will manage Program Coordinators and Program Officers to implement programs in community. They also develop community office capacity and manage all aspects of specific Cathy Freeman Foundation programs, from design and implementation, to budget management, data collection, monitoring and reporting.

This role includes significant interstate travel if based in Melbourne, or intrastate travel if based in Cairns.

Key Responsibilities

Staff Management & Leadership

• Line management of all community-based staff

• Oversee recruitment, professional development, and performance management of all community-based staff

• Support all community-based staff to build their performance capacity through coaching and on-job training

• Provide managerial support to Senior Program Coordinators and Program Coordinators in the managing of casual staff

• Communicate daily with all community-based teams

• Work with Program Coordinators and Senior Program Coordinator to develop work programs and schedules

• Provide leadership to all staff in relation to the implementation of Cathy Freeman Foundation organisational policies and procedures

Program Implementation

• Work with Program Director to adapt and evaluate the CFF suite of programs in alignment with the strategic plan

• Provide support and leadership to community-based staff in the preparation and delivery of community events

• Build capability within community-based staff to understand the scope and sequence of Starting Block workbook content

• Support community-based staff in the development of CFF programs as required

Community and Stakeholder Engagement

• Establish and maintain community and stakeholder networks within each community

• Maintain and foster key working relationships and facilitate open communication with all community stakeholders and program partners

• Represent CFF in community forums and events

• Develop a calendar of community forums and events for community-based staff to attend

• Initiate and coordinate stakeholder meetings in community to establish shared understandings of each other’s goals and expectations

Reporting, Monitoring and Evaluation

• Develop ways of working that enable community-based staff to collect relevant data

• Oversee the daily collection and upload of monitoring data in all communities by Program Coordinators

• Collate and submit quarterly reports to Programs Director within the timelines negotiated

• Build capacity in community-based staff to capture the impact of CFF programs in reporting documents.

General Responsibilities

• Maintain high levels of communication and collaboration with Program Director

• Provide a positive contribution to the leadership team through participation in planning, team meetings and workplace discussions

• Lead by example, demonstrating a way of working that fulfils the expectations of the Cathy Freeman Foundation values and ethics

• Perform other relevant duties as assigned by the CFF Program Director or CEO

• Managing and developing relevant community and program budgets

Organisational Responsibilities

• Provide all community-based staff with an understanding of the policies and procedures, standards and policies of CFF

• Promote CFF objectives, values and reputation

• Engage in learning opportunities that support community development and Indigenous Education practices

• Act with honesty, integrity and good faith

• Follow complaints and grievances processes
