- positioning the APS as a workforce with the capabilities to meet future challenges
- service delivery across Australian communities;
- public sector engagement with business;
- digital and data transformation and investment;
- whole-of-enterprise level organisational strategy and governance; and/or
- uplifting policy advice capability across the APS in close collaboration with the new APS Academy and partner agencies.
The APS Reform Office is a dynamic and inclusive division. Our purpose is to deliver and enable APS-wide reforms, so the service can meet the current and future needs of Australians. We are proactive and solutions-focused. We support our people and we get on with the job. We help the APS develop and deliver practical reforms to meet the needs of Australians.
The APS Reform Office has four teams:
- The Citizen Engagement Team – Who deliver the Citizen Engagement Survey, which is a national survey measuring public satisfaction, trust and experiences with Australian public services.
- The Delivering Great Policy Team – Who help build policy advice capability across the APS through the Delivering Great Policy initiative in partnership with the new APS Academy.
- The Communications Team – Who help connect, inform and inspire the APS workforce by supporting integrated and effective communications across the APS enterprise.
- The APS Reform Team – Who assist the APS to deliver whole-of-government reform initiatives and projects.
The APS Reform Team
The APS Reform Team has known vacancies, however you will also be considered for positions in other teams.
To deliver and enable APS-wide reforms, you will work within the APS Reform team to:
- Support senior level executives – including Secretaries Board and Deputy Secretary level forums – in the conceptualisation and delivery of enterprise level change initiatives.
- Undertake stakeholder engagement across the Department of the Prime Minister and Cabinet and other APS agencies to identify opportunities to scale up good ideas in one or more of the following ‘Reform Focus Areas’:
- Improving policy advice capability, i.e. How can we uplift the policy advice capability of staff across the APS to enable decision makers to deliver better outcomes for all Australians?
- Improving service delivery, i.e. How can we find and implement enterprise level improvements to service delivery, including by making changes upstream in the policy cycle?
- Business engagement, i.e. How can we work across government to optimise the public service’s engagement with businesses?
- Digital and data related transformation and strategic investment, i.e. As one of Australia’s largest organisations, how can we support strategic improvements to investment in the data and digital spaces?
Strategic governance, i.e. Where are the opportunities to strengthen how the APS operates as one, cohesive enterprise to improve the lives of Australians? - Workforce, i.e. How can we strategically identify and build/hire/acquire the capabilities we need now, and in the future to respond to megatrends and disruptions? (The impact of automation, mega-shifts following COVID-19, etc.)
- Engagement with international partners, states and territories, i.e. How can we strengthen the way we learn from public sector innovation by other governments?
Our Ideal Candidates:
We’re looking for people passionate about the public sector and its future. For APS 5 level positions, we welcome candidates with some experience in the public sector (Commonwealth, state, local), the private sector or the community sector.
The skills and attributes we are looking for include:
- Problem solving, critical thinking and creativity: A probing, curious mind-set, sound judgement and an innovative approach to problem solving.
- Achievement, flexibility, determination: Determination, adaptability, and resilience, dealing with changes in a practical, solutions oriented way.
- Collaboration: Effective interpersonal and teamwork skills, embracing technologies to support collaboration.
- Communication: Good written and verbal communication skills, including conceptualising visual briefing products.
- Strategic and system-wide thinking: The aptitude to understand things at the systems level.
Conditions of work
The APS Reform Office supports flexible work, offering full-time, part-time and hybrid/remote positions. The APS Reform team is based in Canberra, however candidates do not need to be permanently based in Canberra and remote work may be considered.
