About the role

This fixed-term fractional position of Research Fellow will contribute to the work of an ARC Linkage Project titled ‘The new digital governance of welfare-to-work’. Australia’s private employment system has undergone multiple reforms over the last three decades. This project aims to analyse the implementation of a 'digital first' employment services system, its effects on frontline services and governance, and its potential for policy learning. It expects to generate new knowledge on how digitalisation changes interactions between jobseekers, providers, employers and the government. The project will be conducted in close consultation with industry partners and employment services peaks: National Employment Services Association (NESA), and Westgate Community Initiatives Group (WCIG). In addition to this fractional position, some teaching opportunities in relevant areas within the School are possible.

About you

To be considered for this role, you will have demonstrated experience in research project coordination, capability to conduct fieldwork and data collection/analysis, and have a track record in research, writing and publications in the appropriate area. You will also be someone who can work collaboratively, develop good relationships, and be able to present research findings to a wide range of audiences (e.g. academic and industry conferences).

The Civil Law Service for Aboriginal Communities (CLSAC) delivers holistic, client-centred and culturally sensitive legal services to Aboriginal people and communities throughout NSW. Through outreach and phone services, CLSAC provides high quality legal advice, casework and community legal education to improve outcomes for our clients. CLSAC works with Aboriginal communities and community workers to increase their capacity to deal with civil law problems as they arise and works in partnership with other legal and non-legal services. Legal problems typically include consumer law, housing, Centrelink, fines and human rights matters. CLSAC also engages in strategic advocacy about systemic issues facing Aboriginal people across NSW.

About the Roles
We are looking for the right people to join our high performing team who are responsible for the assessing and monitoring the performance of individual aged care providers compliance (residential, home care and flexible care) against the Aged Care Quality Standards.
 
Quality Assessors roles are predominantly field based positions with over-night travel commonly required with assessors undertaking visits to aged care services across each state and territory.
 
Becoming a registered Quality Assessor is an essential requirement. Successful candidates will be provided with a comprehensive training program leading to registration as Registration as a Quality Assessor.
Primary Role Duties include

  1. Undertaking visits to aged care services, either as part of a team or individually, to assess the service’s performance against and compliance with the Aged Care Quality Standards.
  2.  Engaging with aged care service providers to find and collect information/evidence, actively following through on lines of enquiry, including conducting interviews with service staff and management, to support our regulatory/compliance functions.
  3.  Conducting interviews with consumers and/or their representatives about the quality of care and services provided by an aged care service either in person or on the telephone.
  4. Collecting and analysing evidence to record performance audit & assessment findings in written reports, using the Commission’s IT applications.
  5. Preparing well-reasoned and accurate reports for a delegate, which may be published, on your assessment of the quality of care and services provided by a service to inform statutory decisions within legislated timeframes.

 
Applicants must be able to demonstrate the following specific capabilities*:
 

  1. Understand and comply with legislative, policy and regulatory frameworks in particular Aged Care Quality and Safety Commission Act and Rules 2018 and the Aged Care Quality Standards, or be able to demonstrate a capacity to quickly acquire this knowledge.
  2. Critically analyse information, including and communicate key points clearly and succinctly both orally and in writing
  3. Be an effective representative of the organisation, acting professionally (including adhering to APS Values & Code of Conduct and the Commission’s Quality Assessor Code of Conduct) and operating within the boundaries of organisational processes and legal and public policy directions.
  4. Understand and identify risk and potential harms in an aged care service and then escalate findings within the Commission’s Regulatory Risk Management Framework.
  5. Work effectively as a team member and/or team leader to accomplish organisational goals, this may include mentoring other staff.

Travel Expectations: Extensive travel within each state is an inherent requirement of the role. Travel requirements involve overnight travel each week or fortnight. This newly created role aims to improve services to children and young people in the region, which has high legal need particularly in the areas of child protection, youth offending and the use of family violence by adolescents.

You will advocate on behalf of children and young people in the Children's Court and related hearings, primarily in more complex criminal proceedings to support proactive and responsive services that improve outcomes for children in, or at risk of being in, the youth justice system—including the delivery of youth crime and family violence services. The Opportunity

We are looking for Indigenous Engagement Officers (IEO) to work for the National Indigenous Australians Agency (NIAA), based in Galiwin’ku and Maningrida (NT). As an IEO, you will live and work within an Indigenous community. Your role is to help the Australian federal government to build relationships with community members, cultural leaders, businesses and service providers, in order to understand what is happening in community and to support locally-led development.

IEOs play a key role in meeting with a wide range of community, private sector and government stakeholders to understand local issues. You should therefore have strong engagement and communication skills, and be able to work well in two worlds (Aboriginal and non-Aboriginal). You will work alongside the Government Engagement Coordinator (GEC), providing them with cultural support to make sure government policies and programs respond to local community needs.

IEOs look for opportunities to create partnerships and to solve problems in communities.  You will need to build a good understanding of government programs and services in community, as well as of community strengths and challenges.

The IEO roles will be offered as two part-time roles (job-share) and report directly to the Government Engagement Coordinator (GEC). IEOs are part of a wider team supporting social and economic development in the region with NIAA offices based in Nhulunbuy and Darwin (NT).

IEOs are required to be flexible and committed to their own professional development and contribute to the broader team and regional strategic planning. The IEO is also responsible for a range of administrative tasks associated with employment in the Australian Public Service (APS).

Our Ideal Candidate

  • You will have a strong commitment to improving life for remote Aboriginal communities. You will have, or be able to build, strong relationships within the community.
  • You will also have, or be able to build, a detailed understanding of community, including its strengths and opportunities, and identify barriers to development. You will enjoy working in partnership with community members and organisations to develop solutions that are tailored to local needs.
  • You will have strong communication skills, both in your local language and in English. You will be able to communicate across cultures, and to explain cultural context (where appropriate) to people who are unfamiliar with your community. You will need to have computer skills, and if you don’t already have these, you must be willing to undertake training to develop these.
  • You must be able to work independently (without supervision), as well as enjoy working in a team.
  • You will be able to recognise risks to community and to government, and know when to tell your manager about these risks.

Please note, for Galiwin’ku based roles, it is desirable to speak and understand the local language of Yolngu Matha. 

A working with Vulnerable People clearance and pre-employment screening check is also needed ahead of starting in the role. 

Please note that housing will not be provided for the successful candidate. Housing (rental and purchase) is limited in remote communities, and so candidates not currently living in the community should be aware that relocation may not be possible.

About the role
The Aboriginal Community Liaison Officer will help the Welfare Rights Centre provide a more accessible service to Aboriginal and Torres Strait Islander people living in NSW. The main duties of the role are:
 
·       Helping us connect with Aboriginal-controlled organisations
·       Assisting Aboriginal and Torres Strait Islander people who have a problem with Centrelink to seek support from our caseworkers and solicitors
·       Working with our Community Legal Education Officer to develop a training program in social security law to Aboriginal community workers
·       Identify how Centrelink’s laws and processes unfairly impact on Aboriginal and Torres Strait Islander people and help us with policy and law reform work
·       Helping the Executive Director secure ongoing funding for the role

You will be provided with full training to gain a working knowledge of social security and family assistance laws, policies and procedures. You will also be offered mentoring by an appropriate experienced Aboriginal person external to the Welfare Rights Centre.

The successful applicant will have;
• Demonstrated experience in research and analysing business needs across complex environment.
• Demonstrated experience in developing business requirements, functional specifications, process model and test plans
• High level attention to detail and ability to negotiate and influence

• Strong business engagement and stakeholder management skills
• Strong written & verbal communication skills 
• Excellent soft skills & facilitation skills and ability to interpret complex data in a clear concise manner.
• Ability to interpret technical data to non-technical audience and vice versa.

ABOUT THE ROLE

The primary purpose of this role is to ensure Aboriginal and Torres Strait Islander people are informed of their legal options and assist in addressing their unmet legal needs, particularly in civil and family law matters. The role also involves:

  • Assisting legal officers and administrative staff to develop, coordinate, facilitate and implement outreach services and community legal education sessions with Aboriginal communities;
  • Assisting the Solicitor-in-Charge, Office Manager, Regional Program Coordinators and legal officers on local community issues that may arise;
  • Expanding the Work and Development Order (WDO) Scheme.

The successful applicant will be an enthusiastic and committed team member with experience in responding to the complex needs of Aboriginal clients.  You should be able to communicate with people from a variety of backgrounds and work with relevant stakeholders and service delivery partners.
